CILS and CELI are separate Italian certification systems run by different universities. Both use CEFR levels, but their exam titles, candidate tracks, formats and result rules are not interchangeable.
This guide's detailed preparation track is CILS B1 Cittadinanza, administered by the CILS Centre at the Università per Stranieri di Siena. It is designed for the language requirement connected with an Italian citizenship application and has a narrower purpose than standard CILS UNO-B1.
Before booking, confirm the exact certificate accepted for your legal, study or work route. Citizenship eligibility involves more than a language result, and an exam centre cannot decide the whole application.
CILS and CELI are different exam families
CILS from Siena
CILS covers all six CEFR levels. Standard certificates include CILS UNO-B1, CILS DUE-B2, CILS TRE-C1 and CILS QUATTRO-C2, alongside A1 and A2 modules for different learner profiles.
Standard CILS exams assess listening, reading, writing, speaking and the ability to manage Italian language structures. Each skill receives its own result. Under the general CILS rule, a candidate who passes some but not all skills receives a capitalisation statement and can retake only the failed skills within 18 months.
CILS B1 Cittadinanza is an exception. The official Siena page says its construct is more limited than standard CILS UNO-B1 and is intended only for citizenship purposes, not general academic or employment use. It does not allow capitalisation: if any required skill is not passed, the whole examination must be taken again in a later session.
CELI from Perugia
CELI certificates are produced by the CVCL at the Università per Stranieri di Perugia. The general adult series runs from CELI Impatto A1 through CELI 5 C2.
There are also CELI i examinations for adult migrants. CELI 2 i cittadinanza is the B1 citizenship route in this family. Its written part includes Reading, Writing and Listening, and its oral part assesses spoken production in contexts related to social and civic life in Italy.
The Perugia source states that CELI certificates do not expire. That does not make every CELI title suitable for every route; the recipient can specify a particular exam, level, track or document condition.
Choose the level and purpose before the provider
CEFR B1 describes an independent user who can understand the main points of clear familiar language, manage common situations and produce connected communication. It does not mean every B1 examination has the same content.
Use this order:
- Identify the legal, academic, professional or personal purpose.
- Obtain the exact accepted certificate names and CEFR level.
- Check whether the route requires a citizenship-specific or general certificate.
- Compare authorised centres, dates and the official format for the selected title.
- Take the official sample for that exact examination.
For citizenship, do not assume standard CILS UNO-B1, CILS B1 Cittadinanza, general CELI 2 and CELI 2 i cittadinanza have identical use. For university or employment, do not assume a citizenship-specific B1 certificate proves the broader ability the institution wants.
If your route requires broader study or professional Italian, a general B1, B2 or higher certificate may be more appropriate. The receiving organisation, not a comparison article, determines the acceptable proof.
Current CILS B1 Cittadinanza skills and scoring
The official CILS B1 Cittadinanza materials organise the examination around four abilities:
- Ascolto: 12 points; understand practical dialogues, messages and information.
- Lettura con riflessione grammaticale: 12 points; understand practical texts and language structures in context.
- Produzione scritta: 12 points; complete functional written tasks clearly.
- Produzione orale: 12 points; give information and interact intelligibly.
The maximum is 48. The official assessment criteria set two requirements:
- at least 7 out of 12 in every ability; and
- at least 28 out of 48 overall.
Both conditions matter. Four section scores of 7 produce 28 and pass the two thresholds. A total above 28 does not rescue a section below 7.
There is no capitalisation for this citizenship examination. Failing one ability means retaking the complete examination, unlike the general CILS capitalisation process.
Do not transfer these figures to standard CILS UNO-B1 or to CELI. They have their own structures and assessment documents.
Official fee and centre checks
The official CILS B1 Cittadinanza examination fee is EUR 100 in Italy and EUR 100 abroad. Contact the selected authorised centre only to confirm its payment procedure and whether any additional local charges apply.
Run an exact-exam diagnostic
Download the official CILS B1 Cittadinanza question booklet, audio transcript, answer key and assessment criteria. Reproduce the published sequence and do not pause or replay beyond the sample instructions.
For each ability, record:
- raw objective errors and the text evidence you missed;
- vocabulary gaps versus misunderstood instructions;
- whether grammar errors block Reading decisions;
- whether Writing completes every practical purpose;
- whether Speaking answers the prompt and sustains interaction;
- time lost through rereading, translation or overplanning.
Use the official key for objective answers. Do not assign yourself an official productive score from intuition. Writing and Speaking need criterion-based review, ideally from a qualified teacher familiar with CILS.
The diagnostic should answer two questions: Are you at B1 in practical Italian, and do you understand this examination's task mechanics? Language weakness needs sustained study; a transfer or timing mistake needs targeted simulation.
Follow a B1 Cittadinanza study workflow
Build practical comprehension
Work with notices, appointments, services, forms, short messages, conversations and public information. After reading or listening, identify who is involved, the purpose, the action required and any condition or deadline.
For listening, make the first attempt without a transcript. During review, mark the exact phrase that confirms the answer and the distractor that misled you.
Connect grammar to meaning
Do not study grammar as isolated labels only. Practise articles, prepositions, pronouns, verb forms, agreement and connectors inside functional texts. Ask how a form changes time, responsibility, possibility or relationship between ideas.
Train short functional writing
Practise messages, descriptions and requests with a clear recipient and purpose. Plan in keywords, write directly, then check:
- all requested information is present;
- the register fits the situation;
- sentences connect logically;
- verb forms and agreement are controlled;
- spelling does not obscure meaning.
Train spoken interaction
Practise both a short monologue and interaction with an examiner. Use picture, situation and personal-information prompts. Give a direct answer, add a relevant detail and respond to the follow-up rather than repeating a memorised paragraph.
Combine abilities every week
A balanced week can include two Listening sessions, two Reading and grammar sessions, two short Writing tasks, three brief Speaking recordings and one timed mixed block. Review one recurring error from each ability before adding new material.
In the final phase, complete full official-style sequences. Because one weak ability can fail the examination, spend additional time on the lowest section rather than polishing only your strongest skill.
Review Writing and Speaking with evidence
For Writing, separate task completion from language control.
Task completion: Is the message appropriate to the recipient? Did you include each requested fact, request or explanation? Is the response understandable without guessing?
Language control: Are sentence boundaries clear? Do verbs express the intended time? Do articles, prepositions and agreement support meaning? Is vocabulary practical and precise?
Keep corrections limited and reusable. If prepositions are the recurring problem, create five new functional sentences with the corrected pattern. If purpose is missing, rewrite the opening so the recipient immediately understands the message.
For Speaking, record complete answers and label:
- direct response to the prompt;
- connected detail;
- intelligibility;
- interaction with the examiner;
- repair when a word is missing;
- recurring grammar or pronunciation issue.
Do not chase native-like accent. Aim for speech that is clear, connected and responsive at B1. After feedback, repeat once and then use the same communicative function in a new situation.

Does passing the language exam guarantee citizenship?
